Concrete grate is a good choice to ensure there is no more issues related to missing metal grate on pedestrian walkway. Metal grates are always prone to theft due to the attractive price of metal which can be easily traded at the scrap metal dealers. As of concrete grate, I don't think that it has any monetory value besides its intended usage.

... unless the he goes to the extent of breaking the concrete to retrieve the metal reinforcement bars inside!
Pak Cik. If that happen, there will be no more safe place on this earth. All of our concrete houses will be razed down to retrieve steel inside.
