Recall Recall

It was reported that Toyota Motor Corp will recall some 3.8 million vehicles in the United States because of the risk that a loose floor mat could force down the accelerator, a problem suspected of causing crashes that have killed five people. The recall might cost the company millions of dollars.

I just wondering why the recall only affect Toyota cars in the U.S. What about their cars in other countries. I think in term of design, the floor mat must have been designed similarly.

I am just wondering why. They claimed that the floor mat in other countries were produced by different company and no need to be recalled. In engineering term, the answer doesn't convinced me enough. May be the pressure from other countries are not that strong enough.
